Legal collars: a proposal from the City of Montreal
July 5th, the City officially presented its proposal for a legal postering system: collars would be installed on existing street furniture or new free-standing pillars throughout the city. Made of rubber, these collars would be 22 inches in diameter and several feet tall, designed for posters measuring up to 11 x 17 inches, which would have to be stapled (no more glue!). Municipal regulations would not be changed, as the city would provide a greater number of legal spaces to poster.
While the COLLE members present at last Monday’s public meeting generally felt this is a positive first step we believe a number of issues must be addressed for the system to work:
- the number of collars: at least 500 collars need to be installed;
- their location: we must be involved in choosing locations, to least alter existing postering routes;
- their design: we want to be involved in the collar’s design, to make sure they are usable;
- information: we want to be involved in the city’s communication about the collars to potential users.
- their evaluation: we want to be involved in monitoring their success, and improving them for the future.
